Today, tonight into Friday morning – Storm Emma potentially giving a significant and widespread disruptive severe weather event. Due to plenty of snow, especially over hills and moors, widespread ice (with potential freezing rain) and strong winds, locally gales on south coasts – leading to drifting and blizzards – will give widespread hazardous conditions, plus big waves on south coasts. During the rest of Friday and Saturday – further outbreaks of snow (and again potential freezing rain) – although not expected to be as much as on Thursday/Thursday night – slowly turning more and more to rain through Saturday. Staying extremely cold with marked wind chill at times through to late Saturday. Late Saturday/Sunday/Monday expected to be less cold with outbreaks of rain and any lying snow starting to melt, especially during the daytimes.

Police are currently seeking information regarding a crime which occurred between 1630hrs & 1745hrs on Monday 18th September.
The incident happened at a farm in the Blackborough / Hemyock area. Offenders entered a property where they took the keys to a blue Mitsubishi L200 pick-up, which was subsequently stolen. The crime occurred when the property owners were busy milking their herd, and it is therefore possible that offenders had timed this accordingly. Police would like to remind residents and the farming community to be aware of any suspicious activity, and to ensure vehicles and properties are kept as secure as possible. If anyone can provide any information regarding this crime please contact PCSO 30198 Tracey Peters via 101, or email 30198@devonandcornwall.pnn.police.uk

Jonathan Wadsworth, Chair of the Parish Council explains…
The Devon Countryside Access Forum is a statutory local access forum under the Countryside and Rights of Way Act 2000. It has sixteen members who advise on the “improvement of public access to land for the purposes of open-air recreation and the enjoyment of the area..” The Forum gives independent advice to a number of Government bodies in addition to Devon County Council, district and borough councils and parish and town councils.
Devon County Council is currently appointing members to the Forum and would like to receive applications from anyone with an interest in recreational access.

Voucher Scheme Reminder
There is just one week left for residents to apply for the Connecting Devon and Somerset (CDS) Voucher Scheme.
The scheme has been running, as part of the government commitment to ensuring all premises have access to at least 2 Mbps, since March 2016 and it offers anyone with a broadband speed of less than 2Mbps a voucher worth up to £500 towards the cost of a new broadband connection.
The scheme will close to applications at midnight of the 30th of November 2016, though voucher holders can still use their vouchers up until March 2017. Anybody who applies before this date will have the voucher processed and will be part of the system. We are receiving a large volume of applications at present and we expect this to only increase towards the end of the month; it may take us a few weeks to process all the vouchers after the 30th deadline.
Working with 20 registered suppliers voucher holders can choose between a range of solutions such as fixed wireless, mobile 4G and satellite as well as some fibre operators. These solutions will offer at least 10Mbps though some can deliver superfast speeds of 30 – 80Mbps.
How the scheme works
Residents and businesses who have slower speeds can apply through the Connecting Devon and Somerset website. Those with speeds that are confirmed as below the 2Mbps threshold and have no access to faster networks will be issued with a voucher. In some cases where there is a programme underway to connect an area the applicant will be informed that they may be able to access improved broadband through another scheme. If residents do not have sufficient internet access to apply online, paper copies of the application form can be sent. Alternatively arrangements can be made to take applications over the phone.
Once issued with a voucher code, residents and businesses are able to choose from the range of 18 suppliers registered on the scheme; in some areas, where suppliers can identify sufficient demand a whole community solution can be delivered. CDS are not able to arbitrate or be involved in any of the decisions taken by the voucher holders in their choice of supplier or engagement in a community scheme. CDS will honour the invoiced value of an individual installation up to the value of £500 and this is supplied by the providers on a monthly basis.
All applications must be completed by 30th November 2016. This will allow installations to be carried out and invoices returned and approved before the end of the financial year in March 2017.
How to access the scheme
Further details can be found on the CDS website at: www.connectingdevonandsomerset.co.uk/cds-broadband-voucher-scheme
Residents may also email broadbandvoucher-mailbox@devon.gov.uk for information.

At the Broadband update meeting on 12th July, Matt Barrow from DCC confirmed that Kentisbeare is “live” – that means that Kentisbeare now has Superfast fibre optic Broadband. This is great news for residents and, in particular, local businesses.
You physically need to get it from the Exchange, near the Village Hall, to your house – and this is done by contacting your Internet Service Provider (ISP) (e.g. BT, Eclipse, Sky etc) to order it.

The mallards have vacated the area and the new bridge has now opened across the river in Silver Wood. This now creates a new, drier, loop for walkers using the public footpaths.
Parish Clerk Melanie Shore-Quinain, along with Councillors Jonathan Wadsworth, Elise Ellicott, Debbie Jackson-Wootton and Tess Dominy opened it ‘officially’ on Sunday 3rd July.
You may have noticed a new footbridge in Silver Wood. Whilst we hope to be able to open the bridge very soon, there is mallard nesting where we wanted to open the footpath.
We are having to wait until the eggs hatch before we cut the path and open up the bridge.
Mallards take 28 days to hatch, so we may have a little while to wait. Please be careful in the area in the meantime.
Thanks
